Institutional repositories and open access programmes are dependent on the contributions of many people within an institution. A well constructed policy framework is an empowering governance mechanism for maximizing this collaborative effort. Good policy builds understanding between role players and smoothes operations, it influences procedure and workflow, it determines resource needs, sustainability and costs and helps to position the institutional repository and the open access programme within the organisation. |
