Item National security and threat perception : when is an issue a national security threat?(University of Pretoria, Department of Political Sciences, 2003) Hough, Mike (Michael)In this article the concepts of national security and human security are discussed with specific reference to the African and South African situation. It is concluded that there is still no clear indication of when an issue is a national security issue, and when a human security issue should also be viewed as a national security issue.Item Insurgency and counter-insurgency in Afghanistan and the role of Pakistan(Institute for Strategic Studies, University of Pretoria, 2009-11) Kruys, G.P.H. (George P.H.)Afghans weary of the Taliban's harsh rule were a major factor in the overthrow of the Taliban government 2001. Since then four factors have resulted in the resurgence of their ability to instigate a viable insurgency, namely the Iraq war which drew the United States' attention away from the Afghanistan; the cross-border bases which the Taliban were afforded in Pakistan; poor governance and widespread corruption on the part of the Afghan government; and an ongoing poor economy and lack of work opportunities. The Taliban insurgency in Pakistan is of utmost importance to the United States and the international community because Pakistan is a nuclear state. The United States can shift more troops to Afghanistan as they are phased out in Iraq, but Pakistan's insurgency could gain priority at the expense of Afghanistan as happened before. The United States president regards the Afghan war as of vital importance in opposing international terrorism. The safe haven used by the Taliban in Pakistan must be brought under Pakistani military control, and the power of the Taliban in the Pakistani-Afghan border areas must be curtailed, if the Afghan war is to be brought to a successful conclusion.Item Military veterans affairs in South Africa(Institute for Strategic Studies, University of Pretoria, 2009) Kruys, G.P.H. (George P.H.)As early as the 1960s a number of demographers warned that the world was fast bocoming over-populated. They held international conferences to highlight the problem, and attempted to get the attention of world bodies like the United Nations, as well as that of national governments. They made recommendations on how the global population explosion should be curtailed, and then stabilised to substainable levels. Their efforts have been largely ignored, because family planning and birth control are personal issues reaching into the privacy of human existence. The political will to force the issue does simply not exist in most states. The attention which global warming and climate change are currently receiving may goad governments into action. The objective is to obtain, by analysing recent events in South Africa pertaining to the ongoing protest actions over service delivery at local government level, some indication of revolutionary potential in South Africa. The latter trend emerged in 2005 when the United States official annual global terror statistics included acts of domestic terror, whereas the focus had previously predominantly been on international terror incidents. The poor employment and living conditions have caused an ever-increasing volume of economic migrants to move to the countries surrounding Zimbabwe. They enter South Africa on the assumption that food and employment are readily available.Item Criminal terror in the RSA?(Institute for Strategic Studies, University of Pretoria, 2007) Hough, Mike (Michael)While the connection between political terrorism and organised crime, with the former using this link to obtain money and other resources, is in many cases an established fact, the converse has been subjected to less scrutiny. Specifically, this refers to the use of terror tactics by organised crime. In the case of South Africa, the extreme violence accompanying many crimes and the use of a combination of guerrilla and terror tactics in for instance cash-in-transit robberies, raise the question whether violent crime especially, has not resulted in a situation of ‘criminal terror’.Item National will with specific reference to the RSA(Institute for Strategic Studies, University of Pretoria, 2007) Kruys, G.P.H. (George P.H.)The South African Government, most of the South African public, and not least the private business sector, are highly motivated to host a successful 2010 Fédération Internationale de Football Association (FIFA) World Cup. The tournament is seen as an opportunity to ensure long-term sustainable development of the social and economic infrastructure and to enhance job creation, as well as poverty alleviation and tourism, to name but a few aims over and above sport development.
