This cannot be done unless the Department has a clear picture of their present effectiveness and what is required of it in terms of service delivery to the communities it serves. Introducing a monitoring and evaluation programme would encapsulate all these requirements but it obviously has many challenges, such as resistance to change, greater accountability, better planning and proper reporting.
