ABSTRACT:The National Railway Safety Regulator Act, 2002 was developed to create the Railway Safety Regulator to oversee the safety of railway operations. In the intervening years since its promulgation the need has been identified for the Railway Safety Regulator to be informed and involved throughout the life cycle of the operation, and in particular in the phases of design, construction and commissioning.
