Advanced Air Mobility (AAM), including eVTOLs and urban air transport, presents transformative potential, but South Africa’s regulatory framework lags behind. This study outlines a pathway for a tailored AAM regulatory framework, combining comparative policy analysis, stakeholder input, and case studies. Key gaps include certification for powered-lift aircraft, airspace management, environmental impact, and public-private collaboration. The proposed framework prioritizes safety, scalability, and inclusivity to ensure AAM complements existing transport and serves underserved communities. Proactive policy is critical to harness AAM’s benefits: easing congestion, improving connectivity, and promoting sustainability. Collaboration among regulators, industry, and civil society is essential to address infrastructure, public acceptance, and equity. By aligning innovation with local needs, South Africa can lead regional AAM adoption.
