Road safety assessments in Limpopo province

Abstract

The Limpopo province is currently in the process of developing a Road Safety Management System (RSMS) module as part of its Asset Management System for provincial roads. This module aims to conduct Network Level Road Safety Assessments (NLRSA) on various sections of the road network over a three-year period, subsequently assigning them a Safety Rating. This initiative is a response to the requirements outlined in the Division of Revenue Act (DORA) and the Provincial Roads Maintenance Grant (PRMG) Practice Note issued by the National Department of Transport (NDoT). The NLRSA evaluations were performed in accordance with the COLTO (1999) guidelines and the designated evaluation hierarchy. Once the assessment period is completed, comprehensive system-wide intervention strategies will be developed to mitigate the occurrence of accidents and improve overall road safety. The success of these interventions’ hinges on the implementation of a multi-disciplinary approach, which includes educating road users, enhancing engineering practices for safer roads, and enforcing traffic regulations. By implementing the RSMS module and conducting NLRSA evaluations, the Limpopo province aims to proactively address road safety concerns and comply with national guidelines. Through the development and implementation of effective intervention strategies, it is hoped that adverse crash outcomes can be minimized, ultimately making the road network safer for all users.
