Public transport as a stimulus in socio-economic development and urban regeneration: case study - detailed public transport plan for the inner city and outer ring of ethekwini municipality

Abstract

Transport is a stimulus for economic growth. The Inner City and Outer Ring (ICOR) of Durban have experienced major degradation over the last two decades due to other newly developed, competing, and more affluent areas such as Umhlanga, Westville, Shongweni, Ballito. Many residents and larger businesses have therefore relocated from the Central Business District (CBD). Over the years the funding allocated to the area was reduced, while the demand for infrastructure services and maintenance increased across the Municipality which, negatively impacted this once vibrant area. The eThekwini Transport Authority (ETA) identified the need for a detailed public transport plan for this area to respond to the City’s Vision of being “Africa’s leading, most vibrant, liveable and walkable city centre, providing economic, residential, sporting and leisure opportunities for all”. The plan needed to provide innovative public transport solutions that addressed the current public transport challenges whilst also responding to future trends in commuting. This paper assesses how transport responds to planned land uses and socio-economic projections such as population and jobs, thus ensuring residents and tourists have efficient public transport access to social and economic activities as the city develops. It also demonstrates practical and implementable solutions and the impact over the short, medium, and long term horizons while acting as a stimulus for economic growth and urban regeneration, re-attracting business and people to this area.
