Micro-mobility as a service for 1LM universal access to public transport

Abstract

In South Africa and many underserved regions globally, people with temporary or permanent disabilities face severe barriers accessing public transport due to impassable rural or township terrain. Traditional wheelchairs are not suited to navigate rutted dirt roads or narrow footpaths, especially after heavy rains. Historically, individuals are often transported in wheelbarrows, leading to indignity, discomfort, and safety risks. The Off-Road Transporter offers a dignified, non-motorised micro-mobility solution that enables safe and efficient first- and last-mile transport. Deployed through community-based microenterprises comprising trained porters using this purpose-designed device to bridge the gap between homes and accessible motorised transport routes. The solution not only improves mobility for persons with disabilities but also creates meaningful employment in marginalised communities. This model demonstrates how the transport sector can provide effective, efficient, and inclusive service delivery through public-private collaboration. It invites stakeholders to engage in developing scalable, integrated solutions that respond directly to the diverse needs of transport users ‒ especially the most vulnerable ‒ while fostering cross-sectoral partnerships and sustainable local impact.
