dc.description.abstract | This article analyses the coordination processes, challenges, and outcomes of the South African Expanded Public Works Programme (EPWP) as the social safety net related to poverty and unemployment, drawing on the Cape Town and Mangaung Metropolitan Municipalities case studies. The article draws from a qualitative desktop approach based on an extensive literature review. The study findings reveal similar institutional challenges as a deterrent to the effectiveness of the EPWP in addressing poverty and unemployment. These include political interference, lack of reporting, human resources training, administrative capacity, adequate funding, and the absence of an EPWP structure. To remedy these challenges, South African municipalities should improve monitoring, evaluation, talent management, and foster public-private partnership synergies. | en_US |
