Papers presented virtually at the 43rd International Southern African Transport Conference on 07 - 10 July 2025.
In 2023, National Treasury’s Cities Support Programme (CSP) launched a targeted capacity-building initiative aimed at strengthening metropolitan municipalities’ ability to implement transformative public transport and mobility solutions. Two years on, this presentation reflects on the progress made, key achievements, and critical lessons learned. It highlights how cities are navigating the complex interplay between transport planning, institutional capacity, and the broader imperative of spatial justice. Drawing on direct engagement with local government officials and technical teams, the presentation will explore persistent challenges, ranging from institutional instability to fragmented mandates, and the impact these have on achieving inclusive, efficient, and accessible mobility systems. The session will also outline next steps for the programme, providing recommendations for scaling capacity, deepening intergovernmental collaboration, and aligning mobility solutions with the Just Urban Transition framework. Participants will gain practical insights into what it takes to build sustained, city-led momentum for transport reform in Southern Africa.
