The United Nations Pact for the Future as a governance compass for South African public universities

Abstract

The United Nations Pact for the Future offers a practical normative compass for public institutions responding to complex, long-horizon challenges. This paper argues that South African public universities can use the Pact as an operationalising tool to reframe governance away from procedural compliance and toward adaptive, participatory, and ethically justified decision-making. Read through Complexity Theory, the King V Code on Corporate Governance, and Heracleous and Lan's (2022) ‘Third Possibility’, the Pact functions as a policy-oriented reference point rather than a prescriptive blueprint. It addresses intensifying pressures on university legitimacy and performance: funding precarity, widening inequity, and contested public trust, and it responds to persistent governance concerns in the sector. Using qualitative document analysis, the study codes the Pact to identify governance-actionable commitments on education as a global public good, systems thinking under polycrisis, intergenerational equity, multilateral cooperation, and trust-building. These are applied to the sector'′ governance architecture – Council, Senate, Institutional Forum, and executive management – to show where current routines and decision rights remain misaligned with the Pact's participatory ethos and long-term responsibilities. The contribution is a set of organ-specific, context-sensitive governance options that connect the Pact's commitments to feasible institutional instruments, enabling universities to serve the public good while contributing credibly to global cooperation and shared planetary futures.
