dc.description.abstractSANRAL recognises the benefits realised with the deployment of technology on the road network and will remain at the cutting edge of research and development to deliver SMART roads for the future. SANRAL is therefore building on its legacy of delivering state-of-the-art, high quality road infrastructure using technology and innovation. SANRAL aims to develop a High-Speed Weigh-in-Motion (HSWIM) network that is integrated with a network of Automatic Number Plate Recognition (ANPR) gantries strategically placed to form an HSWIM Direct Enforcement network (WIMe). This HSWIM Direct Enforcement will enable SANRAL to plan and design roads more accurately and understand the movement of road freight on South Africa’s primary road network through load monitoring. Direct law enforcement using WIM is but one component of a much larger scheme. The ANPR technology will primarily be used for Average Speed Over Distance (ASOD) prosecution. The National Regulator for Compulsory Specifications (NRCS) who is responsible for the compliance of the Legal Metrology Act, has drafted interim specifications regarding law enforcement using HSWIM systems. The outcome of this pilot project will be to determine the practicality of the accuracy testing methods specified in this document and if it will be possible to achieve the accuracy requirements. A Request for Interest will be advertised to invite HSWIM system suppliers to test their systems against the interim specifications and to possibly participate in the tender process for the WIMe project.
