South Africa has the trilemma of stagnating economic growth, growing economic inequality and persistent socio-economic exclusion (Corrigan, 2016). The interplay between these factors underlines the importance of pragmatism when setting, monitoring and evaluating small business policy in this dynamic. The primary research objective of this study was to evaluate the South African small business policy to assess shortcomings and areas for improvement. Based on the research process followed, data collected and analysed, the null hypotheses H20, H30, H40, H60, H70, H80 were accepted and the alternate hypotheses H1A, H5A were partially accepted. This study is significant as it proves that the small business policy does not address the needs and expectations of start-up and established business owners. Regardless, small businesses tend to start and operate with or without policies in place but currently do so sub optimally thereby not reducing unemployment or generating economic growth. Finally, this study confirms the importance and value of policies that can effectively assist with contributing to business venture survival, growth, success and longevity. Government should continue to actively cultivate entrepreneurship especially among vulnerable groups. With the correct interventions in place, the opportunities for poverty alleviation, social justice and inclusive economic development can be realised.en_ZA
