The Namibian government, through its 5th National Development Plan (‘NDP5’) and the Ministry of Mines and Energy Strategic Plan of 2017/2018 – 2021/2022, seeks to localise linkages in the Namibian mining sector to drive socio-economic development. The Mineral Beneficiation Strategy for Namibia Abridged Promotion Version, reveals that the Namibian government is concerned that it has not reached its full potential in converting mineral endowments into socio-economic development across the country for Namibians. Given the Namibian government’s plan and other indicators, it is plausible that the new and existing linkages that stem from Namibia’s mining sector has more socio-economic development potential therefore this study aims to examine the local content policies (‘LCPs’) that affects the facilitation of linkages in Namibia’s mining sector in light of promoting the socio-economic development of Namibians.en_US
