Abstract:
This Network Statement was prepared in compliance with the stipulations outlined in the
Draft National Rail Bill. It serves as a comprehensive document that provides essential
details regarding various aspects of the rail network. These details include:
Access Conditions: The specific terms and criteria that must be met for entities to gain
access to the rail infrastructure.
Access Fees and Other Charges: A detailed breakdown of the fees and charges
associated with using the rail network. This includes both standard access fees and any
additional charges that may apply.
Capacity Allocation: Information on how the rail network's capacity is allocated among
different users, ensuring fair and efficient use of the infrastructure.
Services Offered: A description of the services available to users of the rail network,
encompassing everything from freight transportation to passenger services.
Terms of Business: The general and specific business terms under which services are
provided, including contractual obligations, rights, and responsibilities of both the
infrastructure manager and the users.
The Transnet Infrastructure Manager (IM) is the entity responsible for the overarching
development, maintenance, provision, and management of access to the Transnet Rail
Infrastructure network. This responsibility includes ensuring that the network is safe,
efficient, and meets the needs of its users.
An updated version of the Network Statement will be published annually by the Transnet
Infrastructure Manager IM. This publication provides advance notice of the terms and
conditions that will come into effect, with the updated terms starting to apply 12 months
later. This advance notice period allows users ample time to plan and make necessary
arrangements in accordance with the new conditions.
