dc.description.abstract Traffic engineering, as an element of transport planning deals with the shorter-term local are improvements and on-road operations optimization. This work is commonly associated with traffic impact studies undertaken for developments. However, a strategic view of this element of traffic engineering provides the perspective that this is not just a traffic optimization process, but a part of the system optimization process. A Critical Thinking process enables the reassessment of the scope of traffic engineering projects to ensure the incorporation of all elements of the transport system and future land use planning in the designs. This includes the consideration of all modes of transport particularly with respect to NMT, but also in the understanding and acknowledgement of the wider road network functioning and functional hierarchy.
