The available quantitative measurements of structural characteristics and visual observations of various authors demonstrate that the velocity pulsation spectra and the near-wall zone velocity and temperature profiles fully correspond to the similarity laws that were obtained earlier for turbulent separated flows. With this analogy in mind a physical model of convective transfer processes in near-wall zone of duct filled with packed bed (or surfaces embedded in grainy layers) at high Reynolds numbers is proposed and the asymptotic universal heat
transfer law is developed. The universal character of heat and mass transfer law for the surfaces embedded in grainy layer is confirmed by the author's data and data of various authors.
