This research explores the capacity of the African Union (AU) to meet the challenges of building and sustaining good governance structures to promote and sustain human security mechanisms in Africa. The impact of effective human security policies in war torn African states should not be underestimated as a step towards development. The study uses a case study approach, and the information was gathered from authoritative sources. Set against the background of ethnic conflict, Rwanda and Burundi are the case studies that will be analysed in terms of the success or failures of the AU in implementing its human security initiatives in those countries. The main conclusion of the research indicates that funding and capacity constraints are still issues that hinder the implementation of the AU’s human security policy initiatives. C13/4/30 |
