The paper evaluates the existing provincial road network in Gauteng within the framework of the responsibilities of provinces and municipalities to provide road infrastructure. It is concluded that a paradigm shift is required that would lead to better integration between land use and
transportation, provide for all road users, allocate the responsibility of the provision of road infrastructure to the appropriate tier of government and ensure sufficient capacity to accommodate the demand of adjacent land development. It is also necessary to establish a statutory framework to ensure a consultative process that takes the input of all stakeholders into consideration.
