dc.description.abstract Paper presented at the 20th Annual South African Transport Conference 16 - 20 July 2001 "Meeting the transport challenges in Southern Africa", CSIR International Convention Centre, Pretoria, South Africa. ABSTRACT: Traffic law enforcement has been acknowledged internationally as one of the top government/justice activities at risk from corruption (Transparency International). The very nature of the activity and its face to face interaction between traffic officer and road user provides the ideal environment for unethical and corrupt behaviour. This paper examines the causes and effects of corruption within a road safety management context and recommends strategies to counter corruption and provide an environment with a commitment to ethical practice. en_US
