dc.description.abstract Training and development for public officials have been changed from being action-orientated to being results orientated. The focus of training and development has shifted from merely designing, developing and conducting training programmes to a process where not only the needs of the organization is taken into account but also the needs and desires of the individual. It became necessary to introduce a process of needs analysis to enable organizations to identify specific training opportunities. The results generated from this process will provide a clearer direction on the strategies to be followed in the development and training of public officials. en
